Land Filling and Land Development in Sri Lanka
Much of the buildable land around Colombo and the western coast is low-lying, sloping or soft. Real One Holdings fills, levels and develops land across Sri Lanka so that it is ready to build on, and so that the house we build on it later is not fighting the ground underneath.

- 25-year structural warranty and 3 years of maintenance, as set out in your contract
- Fixed, itemised bill of quantities before you sign
- Site CCTV and WhatsApp updates, as agreed for your project
Filled land is only as good as its compaction and drainage. We fill in layers, compact each one, and plan where the water will go before the first lorry arrives.
What our land development work covers
Depending on the plot, the work usually includes:
- Site survey, levels and boundary setting-out
- Clearing vegetation and removing unsuitable soft soil
- Filling with suitable soil in layers, each compacted with a roller
- Levelling to the agreed finished ground level
- Surface and subsoil drainage, culverts and outlets
- Rubble or concrete retaining walls and boundary walls
- Access roads and preparation of plots for subdivision
Approvals come first
Filling low-lying land or paddy land in Sri Lanka can need permission from the relevant authorities, such as the Department of Agrarian Development for paddy land, or the Sri Lanka Land Development Corporation and the local authority in the areas they cover. We check what applies to your land before quoting, and we will not fill land that cannot lawfully be filled.
Why compaction matters for the house that follows
Poorly compacted fill settles unevenly, and that shows up years later as cracked walls and sinking floors. When we develop land that we will also build on, our engineers design the foundation for the filled ground, and the soil test for the house is done on the finished fill.
Questions about land filling and land development
Do I need permission to fill land in Sri Lanka?
Often, yes, especially for paddy land and low-lying areas. The authority depends on the land's classification and location. We check this before any work is quoted.
How long should filled land settle before building?
It depends on the depth of fill, the soil used and the compaction achieved. With proper layered compaction and an engineered foundation, waiting times can be reduced; our engineer advises after testing the finished fill.
Can you build the house after filling the land?
Yes. Doing both with one company means the foundation is designed for the fill we placed, and one team is responsible for both.
How is land filling priced?
Mainly by the volume of fill needed, haul distance, compaction, and any drainage or retaining walls. We survey the levels first and give you an itemised price.
